Eastman Webber, David Hicks and Jerry Halfpap each received checks for $10,000 in the settlement of the federal civil rights lawsuit, according to their lawyer and the American Civil Liberties Union of Nevada, which filed the lawsuit on behalf of the men.The men were arrested in November for violating a provision of a Las Vegas ordinance that was no longer on the books.
